Summary of the House Committee Version of the Bill

SCS SB 747 -- USED CAR DEALER EDUCATIONAL COURSES

SPONSOR: Klindt (Bearden)

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Transportation by a vote of 14 to 0.

This substitute requires applicants for a used motor vehicle
dealer's license to complete an educational seminar course within
12 months of applying for a license. The educational seminar
course must be approved by the Department of Revenue. The
provisions of the substitute will not apply to wholesale and
retail auto auctions, new motor vehicle franchise dealers, or
motor vehicle leasing agencies. Used motor vehicle dealers who
were licensed prior to August 28, 2006, are not subject to the
provisions of the substitute.

FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS: Supporters say many states are requiring this
educational training which has made dealerships more efficient
and decreased the number of complaints.

Testifying for the bill were Senator Klindt; and Missouri
Professional Auto Dealers Association.

OPPONENTS: There was no opposition voiced to the committee.
